Trump's Woke Warning Overlooks Europe's Real Threat: Economic Stagnation.

Donald Trump's security policy document presents a misguided view of Europe. It claims that unrestrained immigration and so-called "woke" agendas represent an existential threat to European civilization. Yet, this argument rests on a fundamental misreading of the reality. The true danger confronting the EU is not cultural but economic and technological lag.

The Stark Economic Gap Separating Europe and the US

Statistics paint a stark contrast. From 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry thirteen and a half percent increase for the EU. Over this time, EU GDP per capita dropped from over three-quarters to just half of the American figure. Strikingly, even the poorest US state now has a higher per capita income than major EU nations like Italy and France.

Today, about 50% of the global 50 largest technology firms are American, while a mere four are European.

The Technological Deficit: The Core Question

This widening economic gap stems from superior efficiency gains in the US, largely due to technological innovation and higher total factor productivity. The landscape of global tech leadership is decidedly American. In the last five decades, hundreds of American startups have scaled into companies valued at more than $10bn, versus just 14 in the European continent.

This disparity raises a pressing question: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, where does the EU stand? Most analysts agree it is essentially a two-horse race involving the US and China, with Europe entering at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of major factors explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and more dynamic system for financing new ventures. Europe still lacks a true unified investment market, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Complex and divided rules hinder Europe. A US startup can launch a service under a single regulatory framework to access a market of hundreds of millions. The European Union, despite a bigger population, is divided among twenty-seven separate systems, creating significant market obstacles.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in defense has weakened its ability in breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

Despite these hurdles, one can find causes for hope. European leaders are increasingly aware of the severe threat and have begun to propose substantial change. Key analyses on European competitiveness and the single market highlight the need for major changes.

With the right policies and rule changes, these assets could support far greater degrees of commercial innovation.

The continent retains significant strengths: high-quality human capital, top-tier education systems, and premier research institutions. Coupled with a large internal market and high savings rates, these elements have the potential to unleash a new wave of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in developing next-generation technologies, it can still significantly increase productivity by implementing and tailoring innovations from other regions.

An Inflection Point

Europe now faces a decisive crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, Europe's technological decline has been gradual. But, if it fails to take bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in global economic relevance.
